NOESIS and the Office of the President of the Republic of Mozambique (GRPE) have signed a Memorandum of Understanding recognising the NOESIS project as a national strategic initiative — with institutional facilitation and high-level support.

An MoU between NOESIS and the GRPE frames the project as a national strategic initiative, deserving of institutional facilitation and high-level support.

National alignment

Formally aligned with ENDE 2025–2044, the PQG 2025–2029, the upcoming National Digital Transformation Strategy and Decrees 71/2025 & 72/2025 — the Data Centre and Cloud Computing regulations.

Presidential delegation

NOESIS was a member of the business delegation accompanying H.E. President Daniel Chapo to China in April 2026 — engaging partners at the highest diplomatic and institutional level.

Belt & Road eligibility

The project meets the criteria of the new phase of the Belt and Road Initiative: digital infrastructure, green energy and technology transfer.

Institutional engagement continues with the MCTD, ATDI, INTIC and the Multisectoral Technical Commission for Digital Transformation.
